|Summary:||This position will manage the day to day activities for data networks operation in the North for the data communications group within the Infrastructure services division for the new MTA organization. Assists in planning, forecasting, design, implementation small and large scale projects and identification of resources requirements for network communication systems, including wireless, VoIP, security and network load balancers.|
|Responsibilities:||Developing standard technology platforms, partnerships and peer relationships as well as building and managing the engineering team. Frequently oversees research and development as well as special projects. Produce Network IT topologies and diagrams with the best architecture available to support the current network environment while supporting growth strategies. Prepare Network and IT implementation and Migration plans for LAN/WAN, Data Center, ISP and inter agencies network connectivity. Oversee network and IT equipment and service configuration. Evaluate, Plan, Engineer and implement network changes (additions/deletions) to enhance performance, scalability and security. Produce and review technical statement of work documentation for all network and IT security projects. Test and support networks in various stages of deployment. Work very closely with Network Operation and other partners to plan and test deployments of new products and features. Provide Level III support to Network Operation for resolving complex network and security problems. Develop and maintain in-depth knowledge of network (Avaya & Cisco), Load Balancer (F5 and NetScaler), OSPF Design/Trouble Shooting Tool (Route Explorer) and Network Traffic Profiler (MAZU), IP management system (InfoBlox hardware and software products available for wired and wireless networks. Provide direction on evaluation, selection, implementation, and maintenance of information systems. Identify changes in trends in computer and system technology and provide responsive advice and education to management. Demonstrate and promote leadership skills that enable staff growth. Provide guidance to the Assistant Chief of Networks and work closely with him/her to provide presentations and reports as needed. Communicate network plans, policies and technology trends throughout the company. Determine pertinent information required by management to make effective decisions and ensure that the gathering, processing, distribution and use of this information occurs in a timely and accurate manner. Develop and enforce policies and procedures to ensure the protection of enterprise wide infrastructure equipment and configuration. Work closely with Disaster recovery unit to ensure a plan exists for the timely and effective restoration of IT Infrastructure in the event of a disaster. Approve the deployment of resources and control all projects related to the selection, development and installation of major information technology infrastructure. Supervise infrastructure group and utilize knowledge on best practices related to infrastructure. Define and manage Disaster Recovery for infrastructure group. Define hardware and software standards in collaboration with stakeholders and owners. Test server performance plus provide network presentation statistics. Report on and prepare strategies to maintain server infrastructure. Oversee operational costs: conduct near along with long term financial estimates for expanded functionality and user base. Direct and administer network analysts plus technicians to provide leadership and direction. Ensure to practice IT assets management inclusive of component inventory maintenance and associated documentation. Negotiate with outsourcers, vendors and contractors for infrastructure-specific products and services. Perform feasibility studies for different upgrade projects, conversions and improvements. Promote standardization across all hardware and software platforms. Responsible for the recruitment, development, morale, retention, training and succession planning of a highly technical multi-level team of Data Network professionals. Develop and maintain policies and procedures toward meeting goals for infrastructure expenditures of the Data Network Infrastructure. Maintain contact with key Data Network suppliers and maintain knowledge of current technology, equipment, prices to minimize the investment required to meet agreed customer service levels. Evaluate alternatives including cost benefit analysis and recommend solutions that minimize cost with acceptable risks. Responsible for keeping data pathway up and running for the entire MTA on a 24x7 basis, 365 days a year.|
|Qualifications:||Experience in the areas of strategic planning, business planning, data analysis, data reporting, and statistical process control. Knowledge of industry trends related to transportation information systems and related technology Exceptional verbal/written communications skills Knowledge of server operations, Security technologies such as Firewalls, Intrusion prevention and Data Loss Prevention. Knowledge of Voice Services, Directory Services and Telecommunication administration. Ability to fit in with the constant shifting needs and demands of the business departments Advanced knowledge of Data Communications networks to support on premises data center and in the cloud. Extensive knowledge of industry trends related to MTA business goals and objectives. Extensive financial/budgeting planning. Must possess a valid driver's license.|
|Education and Experience:||Bachelor’s degree in Computer Science, Business Administration, Engineering, Finance, and Information Services (or the equivalent of education and progressive responsible experience) plus a minimum of 10 years of Information Technology experience with at least 4 years of progressive IT managerial experience. 5 years of experience in IT planning and supporting strategic business goals is preferred.|
